Wiring/instrument cluster problem help

I have a 1991 jeep Cherokee limited and my gauges don't work the gas, odometer, rpm, the back lighting, mph, and oil and water pressure. The battery goes to half and so does the water and oil so not for sure if they are actually working or not. Everytime I change the fuse for the lighting it blows it in seconds. But the seat belt light transfer case for 4x4 lo and high check engine lights all work or flash on then off. I've been to pullaparts and replaced the whole instrument cluster but that didn't make any of the gauges work but the check engine light stayed on. I need help had this problem since I bought the jeep just never worried by it's my toy but now I wanta get her running perfect with no problems. I'm new to this forum so all help is appreciate even shops or places in Alabama that are trustworthy this is a pic of my cluster
