wipers don't know where to "park"

wipers don't know where to "park"
got my first XJ a little over a month ago and have been fixing big and little things here and there...
My front windshield wipers seem to work fine, on, off, delay, spray.....but when I shut them off, or after using the sprayer, they stop and park about 10" from the bottom of the windshield. If I time it right, I can turn them off at the bottom of their stroke and park them in fully down position, and sometimes when using the sprayer, they will return to the correct position, but most of the time, they do not.
I'm assuming it's something electrical, but not sure if it is in the switch, motor, or some snazzy windshield wiper "brain" (BCM?) somewhere.

The intermittent wipe mode delay times are driver
adjustable from about one second to about fifteen seconds.
The intermittent wipe mode is provided by
delay logic and relay control circuitry contained
within the intermittent wiper/washer switch. The
intermittent wipe relay is also contained within the Switch.

so Turbo, its mechanical? They do park correctly on occasion.
so pr, its electrical? bad switch?
Is there a way to verify? can I provide any more information?
