Wipers don't go all the way down

Wipers don't go all the way down
When I turn my front wipers off, they don't go all the way down as they should. They stop several inches above that. When they are wiping they go all the way down - but not when they are turned off.
Any thoughts?

Replace the wiper arm bushings. This happened to me a couple of years ago on my XJ. Job's not that hard to do, but getting through the cowl was a pain. Hope this helps.

The Wiper Control Unit is probably going bad. If you reach under the driver's side dash, you'll find it velcroed there.
