Wiper Module Location?

Wiper Module Location?
I believe my wiper module is missing on my "new to me" 1999 XJ. Would you look at the picture in the link and tell me if this receptacle is where the module is supposed to be?
If it is, would you please advise best place to order parts. This is my first day on the list.

That is the OBDII diagnostic port. Nothing plugs in there unless you are connecting a code scanner.
The '99 wiper delay is part of the multifunction (wiper) switch. It isn't a separate module like earlier years.
