mine does kinda the same thing on my 94. on all settings it is on low, until i put it on high. it is supposed to have like 7 delay features but every setting is on low speed constant until place on high then it is hon high. it is like the delay doesn't exist. any advice?

Behind the drivers side knee panel there should be a black box held down by velcro. This is the wiper delay module. Either it has failed or someone took it out.

i will check on that. thanks guys. stupid relay delay crap...all this fantasy stuff in a jeep is not needed, but since it is there i want it to work. just like my 10 second headlight delay. when you turn the car off the lights stay on, yea well i ripped that out cause i hated it. but thanks again. same reason i opted for a manual tranny, manual windows and manual locks. love them. i even got all this with the 94 country model!

If you turn the headlights off before you turn the ignition switch off then there is no headlight delay. Also if the delay is working properly it is much longer than 10 seconds.
