windshield wiper relay location?

Hi guy's it has been a while. Have a early 86/85 Cherokee Laredo 4x4 4dr. I cant find wiper relay for the front. The fuses are against kick panel but the only two relays are for hazard and wiper. Cant find all the other relays. HELP????? Use to be able to hear relay when wipers were activated now I cant hear it and wipers don't work at all.

not hazard and wiper. hazard and turn signal

Fuses good in panel ? What about flashers ?

There is no relay. Only a circuit breaker.

Yeah I found the circuit breaker.it looked to be the original breaker, very rusty. Changed it to a maxi fuse and was able to get high out of it. low and intermittent still don't wrk. May have been because of no water however intermittent hasn't worked for some time. The delay function is reason I was thinking there would be a relay.
