windshield wiper problem.

windshield wiper problem.
89 4.0 Xj limited. Wipers turn on and work normally, but I turn them off they stop right where they. They don't reset back down. Any ideas?

Are they just off-low-high or delay also search wiper control module its Velcroed on dash right by left knee.

Delay I guess. When I first turn it on they work like normal. But when I turn them up on low. The wipers stop working. But then start back when I go to high
