Why would Jeep cover up my intake?

No idea why it's there, but my XJ has it and BOTH of my ZJ had that plate. I just remoed it ducted a line from the air box, so that It would draw cooler air.

Do you have some pictures of this I would like to see them. I picked up another air box at the junk yard with intentions of making a semi-quick replacement that I can swap out when going through water and not having to run a snorkel through the body or hood. I cant make permanent as I live in southern California and it would not pass smog if I modify the intake without approved parts!
