Whistle noise at highway speed - Stops when AC is off recirc

I have a loud whistle noise coming from the Evap area at highway speeds. It goes away when on anything other than recirculation selection on the AC.
What could be causing this?

When MAX AIR, Recirc, is selected the Recirc air door is open and the blower fan is right there. Maybe the blower fan is rubbing(?)
Roll the glove box down and you can see the Recirc air opening. Select MAX AIR (Recirc), turn the key to ON/RUN (engine off), select high speed on the blower, listen for the noise. Look inside the Recirc opening to see if the blower fan is rubbing.

Did you take a look at what I mentioned above?
Edit: I'm not good at reverse terminology. Could you state exactly what settings it does make the noise, instead of "the only time it doesn't do it".

It's easier to say when it doesn't. Realized that after your first post.
It is 100% wind noise. At 55+MPH noise happens (and at never speed below it); AC on or off. The only time it does not do it, when at speed, is when the AC is on anything other than off or recirc. So defrost, not recirc, basically when the door closes.

Sounds like the foam seal around the air inlet has deteriorated. Air coming in the grill at the base of the windshield goes through a passageway to the blower chamber. See pic.
The Recirc air door closing off the outside air may be isolating it (?)
Pull the grill work off at the base of the windshield and try and see what's going on at the inlet.

I would love to get in there and make sure it's not something in the cowl inlet.
How do I get beyond this point?
