Whining noise in engine--Help!

Not sure if anyone would know, but is there any chance this whine is because of low refrigerant levels? I still have pretty cold AC, but I haven't checked the level. I do have one of those AC recharge kits with 134 but I've never used it. I am wondering if it would hurt anything to try?
