Can the ECM be swapped out from car to car or does it need to be programmed?

Uh.... yes, WHAT? He asked "can it be swapped OR does it need to be programmed"?

So, yes to which?

WRC, what's the swap for? I'm asking because the PCM often gets blamed for things that are caused by other problems which are much cheaper to solve.
