Default where does this go?

I heard a sound like something was getting hit today and I looked under and saw that this was hanging down. pretty much sitting on top my axel getting hit by the front drive shaft. it has a little clip. but I have no idea where it goes to.

Where does the bottom of it go? It looks like a dipstick tube or maybe an air vent? If there's no threaded hole to bolt it to, I'd zip tie it somewhere so it doesn't rub on anything.

It runs all the way back by the gas tank. it should be a vent. the clip looks like it slides on top of a bolt to hold it in place.
