The electrical connector comes out of the loom to the left of the washer tank, and the other line (which looks like a vacuum line or something) is to the right. Any ideas what these are for and where they SHOULD be connected to? I'm OCD about loose connectors...

the one on your left goes for the washer fluid tank, its the low level sensor. the one on your right goes on the top of the heater core exchange. it about 8 inches to the left of the washer tank and looks a bit like a top hat and has 5 or 6 coolant hoses going in, just put it on the nub on the top of the "hat"

I just replaced one of the heater hoses today, didn't notice I popped off the line...but I lied about the electrical connector (lol) -- new pic provided. It actually comes out of the loom near the heater line. The connector for the washer tank already has something plugged into it. Thanks for the help so far!

The one on the left goes to underhood light if so equipped.

There are two vac lines in that area on my 94. One to the heater control valve and the other to the T in vac line running across firewall behind washer reservoir.
