Mine has a plug in there but no relay...I am wondering what this is too...what year is yours? My washer bottle is on the pass side firewall

That's where the fog light relay is on mine. Its an 85

I believe it's the EGR relay to the EGR solinoid

That should be the A/C fan relay, just forward to that right in front of the balast resister should be a socket for the fog light relay, even if your XJ didn't come with them from the factory you will still have the wiring for it
