OK, theres this thing under the passenger seat, i dont think its factory, but i dont no much haha
This jeep was a government vehicle so my hinch is that this thing has to do with that...
its a box and it says 'strobe pwr supply'
it had a bunch of wires in it but every thing works without it. theres some places on the dash where holes havee been cut out for swithces but theyve been removed.
theres also 4 ground wires sticking out from the center dash...

For the overhead lights, like on cop cars is my guess. Whelen is a manufacturer for this type of equipment.

it is a power supply, and the cables for strobe lights. they may have been hideaways, or another external light. its only a 60 watt supply, so its worth about $40 tops to the right person.
Dash wires were probably from added radios or something - note the mounting holes in the lower dash, above where the centre console would be?
Although, typically, PD and gov't-destined models had a column shift (it's a simple conversion - just use an MJ column instead of an XJ) and no centre console. Also, the carpet was replaced with rubber mat, and the VECI had "X1" instead of "XJ" on it.
$40 is even a high estimate - most people who would want something like that would want a new one, especially since so many capabilities have been added.
If you just want to cut loose of the thing, I'd take it off your hands for my own project. I doubt you'd get much for it if you tried to sell it - it's still being made, but it looks to be close to EOL.
I used to wire up security and emergency vehicles (once upon a time...) so I can still get manuals and suchlike if/when I need them...
