Is there a matching outline at the fire wall in the engine compartment. I have a 1992 and that part reminds me of the ground/mounting bracket for the windshield wipers.

Looks like a towhook mounting bracket brace.
Would go between tow hook and the bracket it attaches to, on/near front bumper brackets.

thx gentlemen...I will get under and have a look, there isnt a tow hook on mine, however, I would fit one if the brackets allow
note, as part of my XJ upgrades, I am considering to swap my stock front bar for Factory Alloy Bar fitted with my '96 Limited spare
It appears to have more elaborate mounting hardware, but perusing the 94-96 Parts Manual, I could not find pictures of that setup
there will be a custom winch and recovery points, another Aussie lister did a great Job on his with the alloy bar
its slightly possible I may elect to go for a reciever hitch or hidden winch style
