What would you replace at 100k, if money not a big deal?
To me Jeeps are reliable in the parts that count (the nuts and bolts) anything else is considered a luxury, sadly power windows, stereos, or anything else electrified fall into this category.

If you got a 98 with that low of mileage for $2200, thats a nice deal. Mine had slightly less mileage (105k) and I paid $3500. Mine had some similar problems as yours but luckily jeep parts are pretty damn cheap.
That exhaust, full header to exhaust tip shouldn't run you more than $450 and a few hours on the weekend. Look up the APN Header and the Performance Curve exhaust.
As for the electrical, all of our XJ's have those window problems, mine is intermittent. Look at the wire loom running through the door jam. 14 years of opening and closing and the way copper oxidizes over that time cause the wires to fray. It's a few hours worth of work.
Any updates on the tires or suspension? Tires and an alignment will go a long way towards fixing steering problems. Let us know!

The main positive is that the body is straight, and it runs/idles great.
So far, I've replaced the battery, battery cables, fan belt, window lock bypass, & hood release cable.
Looks like I need a new window motor, not cracked boot wires.
Trying to do the OFA leak and VC gasket next.
Exhaust, Cat, front u-joints, front hubs, front rotors/pads cost me $750 including labor. (All too complex for me...)
