What is this and why is it making my life miserable?

Was installing JCR DIY rear bumper uni tie ins and ran across this in the place of the right nut strip. It's definitely OEM and I can't get it out so I just used it and cut the end off.

It a stock nut strip. That's what you use to bolt a hitch or skid plate on with. All 97+ come with the passenger side for the exhaust hanger.
