What locks/Unlocks the front Hubs?

What locks/Unlocks the front Hubs?
2000 Cherokee Sport, My front axle doesn't have the vacuum motor I expected to find. To engage the front hubs. So what locks the front end?? Or is it just always locked??

yes the front axle is always locked. That does not mean you have a locking diff. just means that you dont have to worry about locking manual hubs. This is really nice untill you put a locker in the front axle. Feel real lucy you dont have the vac. disco. as that was jeeps worst idea.
