Default What are the little plastic grommets for ?

I got a new valve cover gasket and it came with those plastic grommet things idk what they are for can someone help me out. Also should i get this returned i just bought it and it looks like it has factory defects check it out below.

grommets are for the bolt holes in the valve cover.

for the inside or underside do the come with them from the factory... i got another quality picture there is another rip from someone being a idiot at the factory.

another defect should i return it ?

I think that should be replaced with one that has an intact outer coating.
