Mines a 95 so it looks a little different, but it has a series of holes all the way around.. Maybe 6 or so.. I'm assuming there's a rubber diaphragm inside and the holes are prolly just vents.

You can see 2 of them in this pic..

Thats the cruise control actuator. It hooks into the vacuum line to the left. I dont have cruise control so idk if the holes are supposed to be there. But my guess they are.
