Sitting in front of my air box. Its one single wire in loom green with red stripe. Looks like it should have went into the headlight area but i am not sure.
The loom stops a few more inches up no the rest of the wire is not in there or hanging around that ive seen.

Not sure about 96. My 98 has a green/red wire to the horn. Looks like they tucked it into the look that runs to the fan? Mine runs to a large connector on the header panel first. Then through and to the lights and horn and washer pumps.

Ok after being told that and hitting the horn button its for sure only making sound on the passenger side and i see the same colored wire still intact for that side. I assume i can check or try to access the horns by removing the headlight?

The sound you are hearing is a relay clicking so that means the button is working. Attach that green/red wire to the horn and make sure the mounting bolts are clean or attach a separate ground wire and you should be good to go. If the horn has not fired in some time like mine was I ran a jumper from the battery to the horn to test it first too.
