What do I need for a tune up?
So right now I'm thinking:
Spark plugs- Champion Double Platinum's
Wires-...?...recommend brand?
Seafoam everything followed by new oil in 200 miles (best oil you've had?)
Clean tps and iac
Does a cold air intake help?
Should I replace the distributor cap?
Should I wait to seafoam it before I do anything else to it? Or dies it matter?
Feel free to put your imput in about this and what I'm missing. Please help with with my questions as well. Thanks!

*Skip the platinum plugs. Best plug for your 99 is a regular copper Champion. Be sure to gap the plugs before installing; never trust gap out of the box. .035 is the gap spec
*Get good quality wires. Belden is what I've used recently, but there are others. Never buy cheap wires.
*Get premium distributor cap and rotor with brass contacts (not aluminum)
*TPS cannot be cleaned. You can clean the idle air control and throttle body though
*Check/replace your air filter. Check/replace your serpentine belt
*Personally I don't Seafoam any engine (internally) as part of a tuneup. You could run a can of Seafoam or Techron (by Chevron) fuel system cleaner in about half a tank of gas to help clean the fuel system and optimize spray pattern of fuel injectors.
*Always review fluid changes as fluids are the lifeblood of your vehicle. Coolant, transmission fluid, differentials, transfer case. Important stuff. If you're doing coolant, consider a new 195 degree stat (I buy mine from Jeep) and a new radiator cap and hoses, especially if they are original.

Here is my regular tune up:
Plugs (COPPER COPPER COPPER), wires, cap & button, air filter, check belt & replace if needed, oil change & filter (530 synthetic), trany fluid & filter, coolant.
I wouldnt FLUSH the trany, just empty it, change the filter and fill it back up.
I do my tune ups & trany fluid every other year (about 20K miles). My oil gets changed every spring and fall. I check and replace the air filter as needed. I do my transfer case and diffs every 2 years also and if Ive been in a lot of water Ill do them afterwards. For the cost, its worth it. I keep an eye on ALL those things all year long though and check them regularly just in case. Taking good care of your vehicle is NOT a bad thing.
