Default What is this control for?

I'm the proud new owner of a '99 and I can't figure out what the heck this variable **** is for. The end rotates up and down as indicated by the arrows. I need to get an owner's manual...

that is the speed control an the delay for your wipers. so when clicked into "delay" you can control how much they are delayed

As Mike said it controls the "speed" or delay sweep of your wipers in "intermitant" (Spelling?) mode.

Alright, see, I would have had to have the wipers on delay to figure that out. Thought I had tried everything. Thanks!

(At one point I even thought it might be the volume of fluid sprayed on the windshield).
