It is the cruise control brain. Even if your Jeep is not equipped with cruise, Chrysler had a habit of wiring their vehicles for the addition of all options. This allowed them to keep parts inventory down by only having to stock one type of wiring harness for all trim levels. Most of the time cruise was a dealer installed option anyway.
