Actually, that's where the Flux Capacitor kill switch would be mounted.

The blank panel get filled with switches for aux fan, front light bar, rear lights and air compressor.
Or a clock from the factory.

You get all sorts of bad info on this forum! I thought by now everyone knew by now that the nuclear consent switch was originally mounted to the LEFT of the gauge cluster.
Actually, I believe that the original option in the panel to the right of the cluster was a fancy monitoring system for about 10 functions. I don't remember what it was called or what packages it was available with but it was covered in the manual for my '85 2.5 Pioneer.

Sorry about the photo guys... I was driving and just had the strong urge to Find out! I have googled and Googled and searched.. And I finally got Curious enough to make a thread!
Guys, the nuclear power switch is located in a switch below the seat triggered by weight, one can't way less than 150 and no more than 213, anymore or any less it creates an unbalanced weight distribution while it is charging causing catastrophic failure... Everyone knows you should check your switch at least once or month... Don't wanna blow up a city block now do we?

OP, I do not know what it's original purpose is.
To the guys talking about a clock or sentinel sensor system, that's for old style jeeps. He has a 97+ which I doubt had that stuff since OBD2 existed by then.
