No the question wasn't what was the line, it's what the heck is that thing behind the line in the picture, I followed the line and it is actually cracked open further down towards the headlights, I tried taping it together for now but duct tape wouldn't stick

Ya might be football vacuum line, looks like it goes toward the battery and down. I'm just guessing but the circle thing behind it almost looks like a throttle linkage (on vehicles with cruise control). But that seems weird because I don't now why it would be there. I don't have a California Jeep so I don't really know... if the circle thing can be scrunched in, and it revs, then I'm right but I doubt it would be over in the passenger side.

I have cruise control buttons, but my cruise control has never worked, perhaps because these lines are broken :*(
I got a new idle air speed control, new throttle position sensor, and getting a new crankshaft position sensor tomorrow, but sadly I don't have any torx drivers. My electrical system is all completely haywire, and I can't find a short anywhere, so I'm hoping it's these sensors that are bad.

Does your cruise control even engage? the "circle thing"- I have a feeling that is a throttle linkage for cruise control, I saw a diagram of 1996 engine bay and the "circle thing" went strait to the throttle body, does yours go there as well? If your cruise control is all that doesn't work than I think it's safe to say the vacuum line might be for engaging/disengaging and or controlling throttle for cruise. Just replace it and see if cruise works.
