Do the lights automatically turn on at night, or maybe the rear view mirror auto tilt at night when a lot of light from the rear of the vehicle? It almost looks like a photo-cell of some sort.

It's the receiver for keyless entry.

Strange. I just ran in and looked it up in alldata, and they're calling it an "ambient light sensor".

I would agree only because i dont have it for my keyless entry, nor does my friends xj

They changed it through the years. My '01 didn't have it, either.

Keyless i found out i had it and bought a remote and went to the dealer ship and they programmed it for free

Yeah, it's definitely not the keyless entry. Keyless entry works on a radio frequency and would not need an ir sensor.

RF. The IR unit only works within a couple of meters and you have to shoot it through the glass to hit the sensor. The IR units were discontinued because they're junk and obtrusive, and a lot don't work. (Probably a Chryslerism on that last part though)
