Default Weird electrical issue

So I've noticed on my 96 that sometimes when different electrical things turn on or off it seems like the engine hesitates. Today doing some experiments on the way to work I was able to reproduce it every time with the washer fluid pump, but I'm not sure that it's the pump doing it or a more general electrical issue.

Driving down the road today if I hit the washer pump to spray my windshield it's like the Jeep bucks or possibly misses. It seems to do it as I release the button turning off the pump, but I'd have to pay more attention. It also didn't seem to do it at idle when I was at work parked, only under the load of driving.

Any thoughts?

I would start by cleaning ALL of the grounding points and not just the battery cables. Just one bad ground can cause a lot of strange elect issues. Give that a try and let us know if it changes anything.
