Water Leking Through Fuse Block

Water Leaking On Fuse Block
2000, 4.0, 4x4. Just wondering if anyone has had problems with water leaking through/on the fuse block onto the passenger floorboard. It looks like its coming through the square connector directly foreward of the horn relay. I have been able to duplicate the problem by pouring water through the cowl intake. I thought it might be coming through the HVAC system as others have been experiencing but it is the fuse block.
If anyone has experienced this and found the cause of the problem I would be thankful for any advise.
