Use your senses, no tools involved:
Soak some up with toilet paper
Coolant looks green
Smell or dip your finger in it and taste, not kidding, coolant is sweet
but try the colour check first, coolant is not exactly healthy

I searched everywhere mentioned here in another post. It wasn't coming from any of them. It was the antenna. The cable enters the body through a hole in the unit body under the fender. That hole lies in the path of the water shed from under the cowl. The hole is normally plugged by a large rubber grommet that the antenna cable passes through the center of. I found the grommet on my cable slipped out of the hole. Over the years (96 Cherokee Sport) the grommet shrank in size with age and slipped out of the hole. I positioned it back into the hole and sealed around it with clear silicone. No more leak. You'll have to remove the right side kick panel adjacent to the floor board to inspect it. If your fuse panel is there you'll be better off removing the fender to access it. My fuse panel is under the driver's side of the dash. My 98 has the fuse panel under the right side kick panel so I'd just remove the fender if the antenna grommet begins to leak.

The drivers' doors on these XJ's have a tendency to sag over time, reducing the door weatherstripping's ability to seal out water. If you have any issues at all with that door, you may have clearancing issues with the weatherstripping. Worth looking into.
As far as the "water or coolant" question goes, wipe your fingertip on the soaked floorboard then lick your fingertip. Coolant will leave an awful taste in your mouth for about 30 minutes to an hour, and you know what water tastes like lol.
