YUCK! that's allot! That grille between the windshield and the hood has a pan like deal that catches water and sends it one way and lets the air go another. Sounds like you got too much of something in there and it's dammed up. Maybe blast around in there with a car-wash wand? Put the nozzle right in the crack and move the handle all around. Do it again the next day if it's something that has dried hard.
After you vacuum all the water you can, leave a stack of newspaper in there for a few days. Pull the bottom layer now and then. It's slow but it will soak up water, then take it back to the recyclers!
Or maybe someone knows a way to get a vacuum into the pan?

Oh....just a diaper then! By the by, once when my defrost drain tube was clogged some water would make it over to the left on a hard right hand turn.
