Vents not blowing air
I have a 96 XJ 4.0 and the vents don’t blow air at all. The blower motor blows only when put on high and when it runs, it barely runs at all. It sounds like it’s on life support, and it blows no air whatsoever anywhere. No defrost no vents no nothing, I’ve even let it set for 20 mins to see if it would warm up and nothing happened. I’m stumped to say the least and I was wondering if anybody here knew what would resolve it? Thanks in regard.

Perhaps the motor is bad. If it is, don't keep trying to run it. You'll melt stuff under the dash.
Could also be that rodents have made a nest in the blower motor fan. Pull the motor out. Super easy.

When I had a 96 the same thing happened and as mentioned above mice had torn out a mass quantity of that sound deadening/insulation stuff and jammed it the blower motor etc.
If it turns out you have mice and happen to have a manual trans check to see if the hole in the firewall behind the head where the auto trans cable (if you had one) would go has the plug in it. There was a TSB at the time that addressed the fact that the plug was missing on some, including mine. Hole makes a great mouse entry.

If the fan runs on high but doesn't come out anywhere, either the cable from the selector is disconnected or the vacuum line is disconnected/leaking.
just high could be failed electrical connector to the controller, bad switch, bad resistor pack, or bad/cut wiring harness

I'm going to pull out the magic 8-ball, and guess melted connector at the resistor pack. Let me know if I win!
(Because if mice plugged up the airflow, the resistor tends to overheat and self destruct)

I replaced the blower motor and resistor today and fixed the problem you described. Had to clean out a boat load of mice nests that were blocking the changeover gate.
