Vacuum hose line from vacuum fitting blocked with bolt, with pics

Changing oil and doing a general hose/engine inspection long overdue this fine morning and noticed a dangling hose line coming from airbox, Top one in first pic:
Traced it over to here and figured it's molded a certain way and was meant to fit in here, the second pic (the wayward hose is next to bolt):
That fitting leads into here, third pic:
Wasn't done by me, and I can't believe I missed it so I'm wondering why it was done and whether it's good or bad. If I had to guess I would say it's an emissions thing done by someone but I really have no idea...any suggestions? Thanks guys
