Default Turn Signal Malfunction

First I would like to thank you for reading this post. To start I own a(n) 1999 Jeep XJ but when I bought the jeep I notice that when I turn on the left turn signal my front signal works dandy.. but the back signal turns on both so it looks as if I have my hazards on from the back. The thing is this only happens when the jeep is on the road ( engine on ) but when when the engine is off it works perfect ! *Note* I do have a broken clockspring .. so maybe that could be the deal?
-Purdy

I would like to post a video soon if that would help
