Troubleshotting parasitic draw

Troubleshotting parasitic draw
I have been troubleshooting a parasitic draw the past couple days. There was about 1.1 amps of current running through the battery with nothing on. I did the first thing that searches told me to do. Pulled out fuses one by one to find what the problem was but none of them brought the current draw down.
I began disconnecting connectors one by one to see if I can isolate where that draw was coming from.
So first I found that disconnecting the Idle air control valve dropped the current reading from 1.1 amps to .84 amps. Does this mean a bad idle air control valve?
Leaving that disconnected and troubleshooting further I found that disconnecting the smaller connector from the ECU dropped the current reading from .84 to about .29 amps. Does this mean the ECU is bad?
I opened up the ECU and found that it had an extra resistor soldered on to the back of it which I did not see on anyone elses ECU after doing an ECU search. The photo of that is attached.
I still have a current of .29 amps running through the battery with the IAC and ECU disconnected.
Any thoughts?
