Are those like neddle nose trimmers? I use an angle grinder for the front and a sawsall for the rear and it worked great. Just have a steady hand.
I would not recommend using a hard operated trimming scissors.

a dremel tool or an angle grinder will work the best.

if you use those aviation snips make sure you use them in the right direction or they will bend the crap out of fender it would be much easier to use a dremel tool or angle grinder thats what i used

i used a jigsaw with metal blades... worked probly faster then anything else and it cuts straighter too... on the back i cut at outside part of all the fender flare hole and then rewelded the two fender pieces back together to keep the strength... after taking the flares off and trimming i gained i think 2 inches or so... the front you can cut the crap out of but i only went with what i needed... and thats all i recommend cutting is whats needed...

A Jig saw is how I went with mine on the curved sections and a cutoff wheel on my 4inch grinder...
