Transmission won't shift into OD on highway

Sometimes my XJ will not shift into OD on the highway, I'll be stuck at 3k rpm + at 70 mph. However, if I pull off, turn my Jeep off, start it right back up, and then jump on the highway again, it will shift into OD.
That turning off then on method works every single time in fixing the issue.
I can't figure out what it may be. Could it be the fact that my Jeep sees the highway maybe once every 2-3 months?

Mine was doing that too, not sure why.. still a mystery. Did replace fuse #10, (says it doesn't do anything)... well it was blown.. and my problems haven't came back.

Ok cool I'll have to check that out in the morning. It's just weird how it goes right back to normal after I turn it off and on again.
