Default Transmission Fluid & Fender Flares

So I just had new 31 inch tires and a Rough Country 3 inch lift installed today and I need help on a few things. First off I just noticed some transmission fluid leaking that i have never seen before (see photo). Any idea what is wrong? My other question is how do I put these fender flares back on the front? I can't seem to get the metal brackets off the jeep. Any help?

Hard to tell in the pic, but looks like output seal leaking, as the suspension goes up the driveshaft moves to a new position...looks like a pre 97 231 t case? do you have a t case drop to compensate for the driveline angle?

as far as the flares you need to get the nuts off that retain them (inner fender) they usually break off in this part of the world lol. remove the brackets an insert into flare and reinstall
Good luck!

It is a 1999 2wd so there is no transfer case.
