Yes, 11-15 ohms at the plug according to this.

with tcu unplug you check pins C14 for converter clutch solenoid resistance of 11-15 ohms- pin C15 shift solenoid #2 is 11-15 ohms - pin 16 shift solenoid #1 11-15 ohms

I will tell you this. I removed my dash and forgot to attach the TCM. It would not shift at all between gears. Only way to do it was manually select the gears to get up to third. If you cant even manually shift sometimes? Then it is not the TCM. Guarantee you. If you can always manually go through the gears then there is a high chance that it IS the TCM. But your problem can be either the TCM or even the wiring going to the TCM.

Like I said if sometimes you cant even manually shift (which I read on the first page) Then its not your TCM. I tested it all out for a few days and the TCM only helps it Automatically shift. It has nothing to do with manually going through the gears on the shifter.

well, like I said. It's only 2nd gear that it won't go into even manually. There is only the 1-2 selection which it just stays in 1st then when I bump it into 3rd it goes right in most times others I might have to rev it to 3000 rpm and let it off and it will go into then bumped into drive it jumps right into 4th with no problem. and this is with the tcu unplugged. I have a feeling that the one solenoid is just bad. going to test it this afternoon through the plug and see what happens

well, I think I have a bad solenoid like I thought. the #2 solenoid. I'm not all that good with electrics but I have my multimeter set on ohms at 200 and I put the negative to d7 and positive to c15 I get 12 as a read out. On c16 I'm getting 317 and on c16 I'm getting 12. So if I'm right then number 2 solenoid is bad. Any ideas where I can get a new one for kinda cheap. Only 2 parts stores seem to be able to get them and they run $280

Now, your sure they fit a 1995 cherokee. When I called the dealer they said that the part I was looking for only fits on a 95 and 96 year. I just want to make sure they are the right ones. And thank you for the info.

Thank you every one. This totally fixed my problem. If your not sure if they fit call bulk auto parts and tell them what you have. If they don't they will tell you which ones to get. 96 and older have the throttle cable and the newer don't have it. But the directions that came with mine said all you had to do for the newer ones was to remove the bracket that it comes with it that's held on by a c clip. I would call them and check just in case though

Hey I just picked up a 96 Cherokee sport for $500 and it does not shift right real sluggish when its in drive but will work if i go 1/2,3 D manually so from reading the forms I think its the (TCM) I priced one at autozone for $266 any one know where i can get one cheaper thank you for your time

That's normal, in 1-2 the transmission shifts into 2 at an absurdly high RPM, where you swear the engine will fly apart before it shifts. I think it's like 4500 RPM.
