trans wont shift to 4th

trans wont shift to 4th
went wheelin today and my 98 4.0 threw a trans code. she wont shift above 3rd gear, im positive it wont because when i was driving i popped it into 3rd and it sat at the same rpm, 2600 at 60mph. i think its the shift module, can anybody confirm this? and if so how costly and time consuming is the fix? thanks guys!

Check all the fuses in the truck...inside, and under the hood. I don't know where the tranny fuses are on a 98, but on my 95 they're under the hood.
The wiring harness going into the transmission, could be loose. It could be the TCM (located in the lower dash panel on the passenger side). It could be shift solenoids.
What code did it give you?

i was givin po700 which just says there is a problem and po705 which says "trans range circuit malfunction (PRNDL)".
but it dosent appear to be under the hood, where else is it? or if it is then which one is it?
also everytime i clear the code she shifts into 4th like normal, untill the code is thrown which is usualy right after
