trans lockup issue, brake switch?

trans lockup issue, brake switch?
Sometimes between 42-60mph my tach will jump up about 400-500 rpms. After searching on here I've read to lift up on the brake peddle. That does make the trans go into lock up when I do that. Also when using cruise control sometimes it will do that. But never on the freeway around 70mph. Does this sound like a brake switch issue? 2001 xj stock
