My '90 XJ would always seem to shift up into overdrive when I needed it to shift down. It would also bounce back and forth between gears quite a bit. I ended up replacing the Throttle Position Sensor (TPS) on someone's recommendation. It worked! I did not realize that the TPS is directly connected to the tranny. Cost about $45 at a local auto parts store.

I have the same exact symptoms in my 96 I just bought. Detent (kickdown) cable. I work at a salvage yard so I will throw a used (free) TPS sensor at it tomorrow and let you Know what happens.

What the cable dos is regulate the pressure in trans for shift purpose. the further you push the gas pedal the longer it will hold that gear for power .when on higway and you matt the pedal it will downshift the trans to get passing power proper adjustment is critical .
