Tranny only wants to shift at redline. please help

ok i'm gettin +4.55 when i test input voltage and -.837 when i test output voltage. on the new tps. the output voltage does not change when i open the throttle.
Testing TPS is done with the TPS installed and connected, key on, engine off. Leave the connector pluged in and back probe the (+) center terminal and the (-) black wire. Throttle closed should read greater than 200 millivolts and throttle full open it should show ~4.8 volts.
(200 millivolt = .200 volt)

Dumb question, but did you make sure that the kickdown linkage is all hooked up and functioning properly? I had an issue where it came loose one time and it wouldn't shift until it was redlining.

yes the kickdown is hooked up. Yes I am testing it key on engine off and the tps is installed on the throttle body. i have also tried with the coolant sensor unplugged.

ok. turns out my tps ground was testing to much voltage. so i ran a new ground to it from the battery. now it reads around .1V. but i still can't get my tps to adjust right. now i'm getting 4.56V on the input side and 5.9V on the output side. no matter how i adjust it i can't get the output side any lower than 5.9V. anyone have any ideas? or maybe anyone around phoenix, az that ight be willing to help out?
