Default TPS Signal wire stuck high even when TPS unplugged

First of all thanks for taking the time to read. The details: TPS signal wire ORG/DK BLU or center wire on the TPS plug reads 5.6v unplugged from sensor, reference wire reads 5.2v and the ground is ok. I checked for continuity between the 2 and they're good. I then back probed the computer side of the harness and got the same reading. I unplugged the TCM same thing, I also unplugged Temp sensor IAC and MAF with no change. For context: When I bought the Jeep several years ago it had a code for IAC(I changed it) the code is still there and I also had a code for Air bag which went away several months ago and my horn quit working. I don't know exactly where in the timeline because I had been letting my daughter use it. Ai suggested it was the PCM so I ordered one and no change. My next move was going to run a wire from the PCM to the sensor eliminating the signal wire from the harness and see if that would change anything. But before I hack up my wire harness I was hoping someone smarter than me had a better idea or approved of my idea. I'm not sure what all the the signal wire connects to. Again thanks for reading!

I have since "overlayed" a wire between the PCM and TPS no change, I removed the wire altogether and added my own wire from the PCM to TPS the only thing that changed was I couldn't read the TPS % from the scan tool. If it was me that had to drive it I would just unplug the TPS because it runs ok without it but i'm not putting my daughter in it like that. Thanks.

Theres a thread on NAXJA where they were talking about a problem someone had, and apparently the clock spring can short out causing TPS issues. Maybe try unplugging your horn fuse and see if it changes anything.
