Bolt 11 gets thread sealant
Torque bolts 1-14 to 22 ft/lbs
Do that again except torque to 45 ft/lbs
Torque bolts 1-10 to 110 ft/lbs
Torque bolt 11 to 100 ft/lbs
Torque 12-14 to 110 ft/lbs
Source: 2000 Cherokee Service manual. I would imagine it would be the same for a 2002 4.0

I believe the Cherokee XJ models ended production in 2001. There was ot a 2002 model XJ.
If you can't find a manual for a 1999 XJ 4.0 I think you can safely use the torque specs for the 2000/2001. I believe my 1991 factory service manual had the same values but I don’t have it close to verify.
The most important thing to do beyond torque pattern and torque values is following the head gasket and bolt manufactures recommendations. Typically on most head bolts the procedure is to put a very light film of oil on the bolt threads and on the surface of the bolt flange that contacts the head. It should not be dripping wet and don't put oil in the bolt hole. Make certain the holes in the block that the bolts go into are clean by using carb cleaner and dry by blowing them out with air. Head gasket and the block/head surfaces should be clean and dry.
On bolt 14 and possibly 13 you may need an open ended torque wrench adapter or crow foot wrench attached to the torque wrench as access to those bolts is somewhat restricted by the cowl and wire harness in the area up against the firewall. Be aware that this changes the lever arm length of the torque wrench and you must adjust the torque wrench setting to a calculated lower level to accommodate the increased length.
