"Set-To" versus 'Re-Check" torque values

Default "Set-To" versus 'Re-Check" torque values

My 87 XJ FSM has two torque values for every nut/bolt. It lists the "Service Set-To Torque" and the "Service Re-check Torque". The Re-check torque is always higher, sometimes much higher, than the Set-To torque. What is the purpose of these two different torque values?

You have to overcome a certain amount of friction before an already tight bolt will move again, thus increasing the amount of torque required to move it/ check it.

So when torquing down bolts, even bolts that have been torqued in the past, I should be using the "set-to" numbers?

When you're putting it together, use the "Set-To" value.

When you're checking something that's already put together, use the "Service Check" value.

Hmm I havent heard of a recheck torque being higher then inital torque. At my job we do 10% less then intial torque (as per service manual specs) but I am also check bigger bolts then we will find on our xj's so it could be different.
