tilt steering busted

I believe that's a Saginaw column. A former Saginaw engineer, Jim Shea has a whole lot of info on those columns posted here:

Sure. I'll tell you how to fix it if you tell me what you mean by "busted".
If you mean your column flops around at the pivot point of the tilt mechanism then I'll gladly walk you through getting to and tightening the bolts that hold it all together. They're notorious for coming loose on these old GM columns. But if it's actually "busted" then there's no point in tightening the bolts.
