throttle position sensor issue

Pull the battery negative cable off for about 5 minutes then reinstall. Maybe clearing the PCM will help.
Give this a try and get back.

so i pulled negative cable, gave it some time and reconnected. check engine light is off, no airbag light. still idling very rough. jumps up when i started and slowly come down but is bucking and very rough after about ten minutes or so.

Do you have a code reader/scanner to check to see if there's any pending codes? If it's that bad a CEL should pop up after running a bit.

See what you have now using his reader. See if there's any "Pending" codes.
Retrace all your steps. Check all fuses to make sure they're seated, check each connector on each sensor to make sure they are secure (only you know what you've done).
Reinstall the horn relay to see if makes a difference. While in the JB look it over carefully to see if there's any corrosion (green stuff), to the point of disconnecting connector C4 to see if its corroded.
It's odd that by simply removing the horn relay the engine runs worse than before.

this morning i started it up without the relay in and it was still rough. i put the relay back in started again and it was better but still idling high and erratic with airbag light on. i pulled the relay again and restarted and now its running fine. i took it for a cruise and was completely normal. what do you make of that?

Do you still have a CEL on?

There's plenty of tutorials on how to replace a clockspring out there so maybe you should locate a good one and study how it's done.
Remember, Airbags can really hurt or kill you if they discharge in your face. Before doing any work involving the Airbags circuit (clockspring), remove the battery negative cable from the battery and wait at least 2 minutes for the Airbags capacitor to discharge before doing any work.
That capacitor is there incase the collision doesn't initially deploy the Airbags; so a second chance is given by the capacitor to do the job (within a second).

Still having idling issues after a rain. The car is idling erratically after and during rain when I first start it. Also had a rough start after some rain. I drove it for about 10 miles and now it's running normal. Was jumping forward a bit at stop lights. Any idea what this may be? I'm assuming moisture is getting into something.
