Throttle Knocking Sound

My good friend’s fiance made him sell his XJ cause there were too many issues - classic right?
Well it’s mine now and I’m in the process of fixing everything up. I’ve had some weird issues with the throttle kind of revving extra. It’s hard to describe and I’m not 100% sure this is an issue (I mean it certainly isn’t functioning 100% as intended, but it might not cause harm).
Occasionally, and this seems to happen primarily when it’s cold, when you let off the gas pedal you might get a little extra time with the throttle. Like, split second. So you’re at a low speed and you let off the pedal and you can notice it continue at pace for .5 seconds extra before the rpms drop. It’s not big enough of an issue that I’m concerned it will push me into a car in front of me.
I’ve read some TPS sensors go bad in these guys and people fix them often. Could this be the case? Would that be a symptom?
I detached the airbox and inspected the throttle the other day and something seemed odd to me but I don’t have much experience working on motors. I’ve fixed all sorts of things in this XJ and I owned an LJ before this and a YJ before that, doing lots of work but these motors are bullet proof so....
Anyways, when I pulled the throttle under the hood and released it abruptly, there was a delayed knock. Hard to describe so I took a video and uploaded to YouTube.
The throttle closes, but just after it does there is something else making the sound. I have no clue if this is how it’s supposed to function and I don’t have the chance to try it out on another vehicle.
So is this all things to ignore? Thought I had everything about fixed. The front shocks are leaking and the tires are on their way out so it’s lift kit time, ordered from DPG yesterday. OME 3.5” kits are backordered until mid April.

I've never tried that before but I will tomorrow out of curiosity if nothing else. I'm not sure if the IAC (idle air control) would make that click or not. From your video it looks like the throttle body needs a cleaning. Of course you do the IAC at the same time. A sticking IAC may be causing your rpm's issue.
